Vol.2 "ITS World Congress and FORUM8"

Latest Information on the World ITS Gathered Together in One Place,
Where FORUM8 Participates for Consecutive Years Since 2004

ITS organizations that represent North America, Europe, and Asia-Pacific Region respectively promote ITS jointly (North America: ITS America, Europe: ERTICO, Asia-Pacific Region: ITS Japan) collaborate together for ITS (Intelligent Transport Systems) to exchanged information in terms of a wide range of viewpoints such as technological development, policies, and market trends. "ITS World Congress" is an event to spread ITS by this, aiming to solve traffic problems and create business opportunities.

The congress is composed of a symposium, exhibitions, show cases etc. that reflect the latest actions and information about the ITS. Starting from "the first ITS World Congress Paris 1994" held in November, 1994, it has been held every year at different places, in Europe, the Asia-Pacific region, and North America in order.

FORUM8 participated in the congress for the first time at "the 11th ITS World Congress Aichi / Nagoya 2004." We exhibited the UC-win/Road multi display system (4PDP) that is based on our three-dimensional (3D) real-time VR software, and had visitors experience operation of UC-win/Road.

In the next "the 12th ITS World Congress San Francisco 2005", we exhibited jointly with ITS Japan, Aichi ITS Council and Kamijo Laboratory of Institute of Industrial Science, the University of Tokyo. We mainly introduced the new version of UC-win/Road.

Then in "the 13th ITS World Congress London 2006", we installed plural corners for experiencing drive simulation of UC-win/Road using the steering controller in the exhibition booth. In "the 14th ITS World Congress Beijing 2007", we exhibited the UC-win/Road3D stereo theater with three LCD screens. In "the 15th ITS World Congress New York 2008", among other VR simulation sets exhibited, high performance of the UC-win/Road drive simulator (DS) already used for developing vehicle systems or in ITS researches particularly attracted attention.

We presented papers for the first time in "the 16th ITS World Congress Stockholm 2009" along with exhibition. There we exhibited UC-win/Road DS, Eco-Drive simulators with the UC-win/Road Eco-Drive plug-in, UC-win/Road communication plug-in, "Phantom Arizona phoenix F1 race games" using a 5ch graphic display function, and so on. Regarding papers, our FORUM8 staff presented on VR simulation for transportation, while Tokyo University of Agriculture and Central Nippon Expressway Company Limited, and NEWJEC Inc. jointly wrote and presented on Road alignment optimization system using genetic algorithm and its linking with UC-win/Road.

In addition, in "the 17th ITS World Congress Pusan 2010", FORUM8 exhibited an experiencing corner of the highway driving simulator and UC-win/Road, UC-win/Road for RoboCar(R), UC-win/Road for SaaS that allows the visitor to experience 3D VR with cloud, and MR/AR. FORUM8 staff presented a paper explaining application of UC-win/Road to safe highway design.

In the last "18th ITS World Congress Orlando 2011", we jointly exhibited UC-win/Road, the tunnel management training system (BMIA company) ,and APEX 3GT / DS (SimCraft company) at the joint booth of three companies, with BMIA company and SimCraft company. Our staff presented a paper introducing the DS of UC-win/Road and 6DOF motion platform developed for drivers.

In "the 19th ITS World Congress Vienna 2012" held this year, we are planning an exhibition about highway basemap information with cooperation of National Institute for Land and Infrastructure Management, MLIT.

Pulling the Japanese ITS Policy with 3 Ministries and Government Agencies Under ITS Strategy Headquarters Office

In Japan, an action of then Ministry of International Trade and Industry (MITI) on CACS (the comprehensive automobile traffic control system) in 1970's is positioned as the first stage of ITS development. After 1980's, this was succeeded by diverse system construction projects and council activities by five then Ministries: namely, Ministry of Construction, National Police Agency, MITI, Ministry of Transport, and Ministry of Posts and Telecommunications, as well as joint academy, industry, government actions. Subsequently, the above-mentioned 5 ministries and agencies developed "Basic Government Guidelines of Advanced Information and Communications in the Fields of Roads, Traffic and Vehicles" (1995), and "Comprehensive Plan for ITS in Japan" in 1996. Since then, ITS has been created based on this Comprehensive Plan.

Following the "Guidelines for Promoting ITS" (2004) by Japan ITS Council, actions on ITS in Japan shifted to the second stage. Since 2006, under IT Strategic Headquarters, a new system for pulling ITS promotion has been developing; for example, ITS Council was established consisting of four Ministries and agencies of Land, Infrastructure, Transport, and Tourism (MLIT), National Police Agency, Ministry of Internal Affairs and Communications (MIC), Ministry of Economy, Trade and Industry, and representatives of industries.

Among them, Road Bureau of MLIT focused on the ITS-related actions MLIT, creating and operating a Website on its own in cooperation with NILIM (National Institute for Land and Infrastructure Management).

In this Website, "LATEST NEWS" column picks up topics about ITS spots. They use communication technology similar to ETC as a previous step to Next Generation Cooperative Vehicle-Highway Systems by Smartway. This realizes road-vehicle communication of high-speed and high capacity between the ITS spots installed on highways and the vehicles mounted with compatible car navigation systems. In addition to the function as ETC, it enables diverse services including dynamic route guidance to select the most suitable route by receiving congestion data in a wide range, and the advanced safe driving support function to eliminate potential accident cases during a drive. Here detailed explanation is given about the service contents, place of ITS spots, supporting car navigation, future services etc.

In addition, it is so arranged as to allow easy access to the articles such as next generation ITS and new ITS services, overseas studies and related technologies, information about ITS event schedule, studies and experiments about development of ITS in future, information on main policies / technologies / plans etc., ITS-related glossary, links to the ITS-related agencies in- and outside Japan. It also includes information about smart IC of each expressway companies as well as the corner of "Useful Information on ITS" in the viewpoint of using ITS.
